Ruling
Freedom of expression and communication encompasses the liberty to access online communication services and to articulate oneself through them. The total interruption of access to an online communication service is an exceptional measure that can only be taken provisionally, in the absence of less restrictive alternative measures, and for a duration limited to the time strictly necessary to identify and implement such alternative measures.
